It's at least 12 and might be longer. The french name for Pancham is 12 characters long.

Technically this doesn't confirm anything for English games, but all Latin-based languages have always shared name limits. It likely can be assumed that this change extends to nicknames too. Moves also have a longer maximum, but they haven't really had any problems with length yet.
