Actually, if you started working on it now, then you could get a lot more stuff running and have a good bit more content to have up when the domain becomes available.

So with prosquid you get: open domain name, no need to ask for it, a unique name, and an open twitter, advertising rights etc.

with octari: a unique name, waiting on the owner of the domain name to answer, then you will end up negotiating with the guy and this will take however long and the site progression will be halted, and no open twitter

These look like your choices here, and as you stated time is a major factor if you are going to be using your father's server and his assistance. I'd take prosquid and run, imo, so you don't have to jump through any hoops at the moment, then think about going back to octari if you really want it that badly. It would just be a shame to miss out on this opportunity to get started just for the small chance of getting the octari name.
