whats the bar on the top of windows in Windows with the red x and minimize and whatever the fuck buttons called?

It dissapeared on my Ctrl, Alt, Del window and i would like it back, but i can't Google how to fix it if i don't know what its called

That's glitched. Go to your task bar (the thing at the bottom of your screen) and right click on "Windows Task Manager".

Happens to me sometimes too. I wish I could remember how I always fix it, but I don't. :'(
