also i think the speech is about staying in school and getting good grades allowing america to compete with other countries.

The US trails in math and science. Fixing such brings more people into such industries, driving innovation by American companies. That innovation brings jobs and income to the US.

you're not going to fix anything significant by telling people to stay in school and get good grades. maybe it will make statistics more aesthetically pleasing, but that's about it. not when you fail to address the social environment, the family structure and influence, the whole premise and function of the American education system, and the overall attitude and concern of the individual.

American kids are no less genetically inclined to succeed at math, science, writing etc... than Indian or Chinese kids. the problem is in the way they are raised and expected to succeed. and the process which takes them through a bankrupting gauntlet designed to kill the individual and to discourage creativity and ingenuity for the sake of simplicity and convenience.
