I think this is possible due to the fact that the coding in the game had alot of stuff that actually wasn't in the game (Such as the characters like Dixie, Toon Zelda, and Plusle & Minun). They were in the game, that's a fact. Nintendo being stupid considers "downloadable content" to be unlocking stuff that they put in already that wasn't able to be accessed before as shown in some other of their games.

So do you think that this is a possibility? I hope so because I want my Mewtwo back

I know that. If you read my post I said Nintendo's idea of "Downloadable content" is unlocking stuff. The damn coding was in already. It's possible they just left it there but I really want a possibility of more characters.
