Level up your party a bit more but they can defeat him, not very easily though.

Go East of the beach hotel place, talk to the bitch on the beach then go to the gym.

Probably not. The Empoleon is the only that stands a chance, if memory serves....

Pretty sure, you have to get the key, then go to the BIG hide out, North of the city, not Northwest

I think not.

It's level 56. Plus, Steel negates Electric attacks, so they level out.
