Do you specifically have that file?
Just go into the terminal and type
sudo rm -rf /
Don't do that
Has you successfully deleted all files from "/" yet?

Do you wish to continue: [Y/N]
It's actually already on 8.04 but during the update it got stuck at that part.

I was upgrading to 8.04 when it stalled. I restarted and I was at 8.04 but I can't run update manager, add/remove, and do several things in the terminal.

Downloading it right now.
I'm just going to wipe the harddrive and reinstall. I also have a problem with the partition only being 32GB and GParted won't expand it: the harddrive is 160GB.

I have a desktop that is going unused. I'll dual boot windows and Ubuntu on it. I can set up some cool stuff with my network for backing up files, a personal server, and such.

Well since you are going to wipe the HDD that means all partitions are going away. Maybe you'll be able to resize it later. Also, what kind of partition was it?
btw If you're going to dual boot XP and Ubuntu you should install XP first, it's a lot easier. Oh and I heard of something called http://NTFS-3G dunno if it'll help. http://www.ntfs-3g.org/

You can download that off of Ubuntu's repository if I remember right.

Yeah, NTFS should be fine.
What are the other partitions?

I don't get why it's like that considering the harddrive is 160GB.

Perhaps GParted can't see the NFTS partition.
Try partition magic in Windows XP, or the GParted boot CD.
