It is a practical impossibility for any current nation and or organization to launch enough ICBM/SLBM's at the CONUS to "kill everyone". No one has that kind of capability or the means to develop it. There are enough defenses in place, both passive i.e. shelter, sheer number os people/land mass, and direct i.e. military countermeasures to prevent such. In any case, any ICBM/SLBM can hit any point on Earth within 30 minutes, not one or two hours, unless they are cruise missiles; but they don't have the range or capability required to do the above described deed.

Your question is therefore void, do some research next time asshole.
