Yep, the Amazon deal applies to amiibo figures too. I just pre-ordered Lucas, Blathers, and Celeste, all of which gave me a 20% off discount. Amazingly, amiibo are being stocked enough now that you can actually get a preorder whenever you feel like it rather than only within 2-5 minutes of it going up.

However, it's only the figures. Amiibo cards don't have a discount (series 2 is releasing Jan 22, the same day as those figures).
