I compared there stats, and Rayquaza was overall better. Deoxys has amazing Attack, Speed, and Special Attack, but it's HP, Defense, and Special Defense is absolute shit.

But when you compare the overall usefulness of both, Deoxys is a monster sweeper. It's defense form is beastly as well.

In Pokémon Diamond and Pearl, Deoxys can be used in any form by visiting certain meteorites near Veilstone City. By having Deoxys in your party and selecting the top meteorite, the Deoxys is converted to Speed Form, Middle converted to Normal, Bottom left converted to defense, and Bottom right converted to attack.
