Quantity isn't related to quality. There's been tons of episodes of The Office, but each new episode is still great.

I'll admit, there's been some ugly games in the Mario series (Mario Party), but Super Paper Mario definitely isn't one of them.

Furthermore, there's been a ton of Mario games for a reason; he's the biggest character in gaming. While you may not care whether Mario is in a game, parents can see his name and buy the game without fear. More games bought leads to more profit, and Nintendo is first and foremost a company looking for profit.
