Arm muscles, and abs.
It's the summer and I want to have a rockin bod, not a scrawny slightly toned one. :(
Work out.
Lift weights?
Do pushups during commercials and what not.
Eat more and work out.
starve yourself and ban anything that contains sugars
Heh, lifting weights. You don't need weights to get muscles, nor do you need a gym. Why would you pay blah blah dollars for a gym membership when you can just do some push-ups and sit-ups?

Sit Ups have been proven not to work very well at all.
Running is the best all around work out that you can do. Run 2 miles a day untill summer and you'll be in much better shape.

Because raw chocolate wouldn't have sugar and would be full of antioxidants. It would also be incredibly bitter

Raw chocolate doesn't have sugar. And fat is not necessarily bad for you

Do small sets of heavy/intense exercise on alternating days, on the ones in between go running or something.
For instance, if you can lift 50-60 pounds maybe 10 or 15 times, then try to lift 70 as many as you can and then when you get pretty good at that move it up. That's how you build muscle density/size; doing repetitions many times of easily doable things builds endurance.
I'm pretty sure I'm right about this

Because weights open you up to whole new world of exercises you can do to help your arms. You can't expect to do just push ups forever, and expect to have awesome arms.
It wouldn't hurt to buy an adjustable set for himself.

That may be good, but toning is different than that. if you can lift, say, 70 pounds for 15 reps, and that's your max, that's how you build muscle. To tone those muscles, lift lighter, easier to lift weights for more reps, like, 40 pounds for 30 reps. That's the general idea, anyway. I'm no expert, that's just what I do. Also, google :P
