In terms of water level icebergs are already in the water so it does not matter whether they're melted or frozen. When ice in a glass melts the water level actually lowers a little since ice displaces more space due to air pockets.

The water level doesn't change since the weight of the ice doesn't change. If you have 5 pounds of water and you freeze it, it will take up more volume, but mass will be the same: a lower density. The amount of water being displaced doesn't change.
