I'm the retard yet you're the one who seems to believe that piece of shit is real?  It looks like a poor video editing job.  News stations tend to beef stuff up to gain more attention.  I seem to recall a video clip from a live news session where a reporter is in a canoe paddling reporting on how bad a flood is.   Two people then walk by revealing that the water is only knee high.   

News networks are companies.  They only care about ratings. They could care less about the truth.
