I'm making a computer out of spare parts, but I need an OS, and my dad says that Linux is the way to go if I want to become a programmer, but I want to be able to do more then just program with my computer, and I've heard about lots of distros, but I don't know which one to pick, so Boyah, I ask you, what distro should I get Linux from and why?

Snorkel

If you've never used Linux before, I'd go with Ubuntu. It's a good "beginner" distro, and also has a ton of support.

Is that another good beginner one (i.e. Will I be able to understand Fedora?)?

Yes. Just be sure to read a little online manual for installation instructions and warnings.
