"It is depressing that Armenia's membership in the CSTO did not deter Azerbaijan from aggressive actions.

Right up to today we have not managed to reach a decision on a CSTO response to Azerbaijan's aggression against Armenia. These facts do grave harm to the image of the CSTO both inside our country and outside its borders, and I consider this the main failure of Armenia's chairmanship of the CSTO."

When the pair sat down in front of journalists, Putin asked: "Shall I start?"

[Kazakh president] Tokayev replied with a curt "Yes" without looking at his host, and showed no personal warmth towards the Kremlin leader.

Mr. Pashinyan told reporters he saw no reason for the Collective Security Treaty Organisation (CSTO) to stage military drills in Armenia this year.

Headquartered in Moscow, the CSTO groups Russia and the former Soviet republics of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

"These exercises will not take place," Mr. Pashinyan said. "Armenia does not believe it is expedient to conduct CSTO exercises in the republic this year".
