Is my water tower sick?

It was fine at first, then they put this huge thing on it, that looked like a giant Asian hat (china;).
Then, a few days ago, they put a huge cloak-like thing on it. You can't even see it now.

Is it gonna explode? 'Cause I live very close to it, and I can't even swim.
