capcom started development but ultimately shelved the project, rockstar bought the rights and turned it into something marketable

they could have renamed it to whatever they wanted after purchasing it from capcom lol

mechanically maybe, but the style/aesthetic capcom was going for was completely scrapped by rockstar san diego, changing it from a goofy weird western (apparently one character could even fly) to a spaghetti western aesthetic instead, complete with film grain and ennio morricone style music
