Well I considered myself "being in" a state if I spent more than two nights there.  If I crossed into it/just eating/have no significant events/had a layover at an airport, I would consider it "passing through".

ok here we go because all i did in delaware and piss at dunkin donuts and buy two donuts

and all i did in nj was buy starbucks and buy gas. i wanted to piss but the bathroom was disgusting so i held it until delaware
