do you think you could even imagine a 4x game that could be simplified to the point it can be played in minutes without being oversimplified

It is hard to imagine one that could be played so quickly... If you're shooting for under an hour I could perhaps see that but otherwise it would be very difficult to cram in time to allow for exploration followed by resource management and creation from those resources. It would have to be simple otherwise it would not work. You might have to combine or automate some elements if you're looking to make something quick to play. Like resources found automatically create a unit or something and maybe something like combining the exploration and expansion of territory phases.

Sort of sounds like Risk with exploration thrown in

Which could be fun if the map was randomized because you wouldnt necessarily know which territories are chokepoints. Could even do it on a square/hex basis like owning a certain number of hexes grants you x bonuses on next turn or the squares/hexes represent something like plains/river/ore/livestock which grant specific bonuses to your empire next turn

On a small enough scale it could be played somewhat quickly
