What makes you "sure" about those?
I'd say Ganondorf and Ness have less great of a chance than the others on that list.
For the 3DS version, Ice Climbers are probably in danger of exclusion thanks to having two characters clutter the screen with more details. On a similar note, it so far looks like Olimar is Wii U exclusive.

I wouldn't be surprised if Captain Falcon is also excluded from 3DS version. Does he even have a handheld presence?

If any previous characters have a significant moveset change, I'd say it's probably Zelda; Sheik has a fair chance of removal if so.

hm, I just noticed that the smashbros site's pages for Luigi and Olimar advertise M&L Dream Team and Pikmin 3

None of the other characters have that. Not even Villager for New Leaf or Link for A Link Between Worlds.
