I did when I had things to do, but I usually ignored them
Now I have an app on my phone that reminds me to do simple little tasks when I have them, and I always just discard them

i actually did start somewhat trying to use the "priority" section on MAL but then i never actually followed it so

i make them when i'm in class and bored out of my mind
or when i take long walks and sit on a bench stretching outward to the river


then i quickly jot down all of the things to improve my life
until time buries it under my skull

and i would hide my to-do list somewhere forgettable but retrievable if somehow by chance i stumbled upon it again
and i would cross out things i have done and get refreshed on the things i've forgotten about and need to get done and add more things to the ~to do list~

I occasionally make them, but don't really follow them:
MAL "plan to watch" list, which I often ignore and suddenly start watching something I didn't previously plan to watch
HLTB backlog, which I mostly ignore because of not playing games enough
in the programs I write, plain text files containing a rough outline of features I want to implement, but I don't maintain them much and often see old notes that no longer have any relevance because of a decision change
often before school breaks, I make note files about topics I want to learn about and things I want to consider making or setting up during that break
