would it be able to handle portal 2 and simcity on medium settings

The Intel HD Graphics line is good for flash games and low-end games (think World of Goo or Super Meat Boy). Yes, a 13.3" uses an onboard graphics card, but if you get the Macbook Pro that matches the HP's screen size it has a NVIDIA GeForce GT 650M with 512MB of GDDR5 memory which makes it much more powerful, ontop of having the Intel HD 4000 onboard card.

If I'm reading that correctly, the test laptop was using a grpahics card AND had 16gb of ram.

But even still, you will only be getting above 30fps for most games on the lowest graphics and resolution settings. I don't see why you wouldn't want to spend a little extra money to get a graphics card in there too. It really makes everything look and run much better.
