It means that this winter in Russia the mornings will be darker for longer, but there will be more daylight in the afternoons.

So, as almost all of Northern Europe set its clocks back overnight, Russia did nothing, opting instead to remain on summertime for the whole year.

But because Russia is almost alone in sticking to summertime it has meant that businesses like banks, and in particular airlines and railways, have had an extra complication this autumn.

I agree with David.

non-DST/winter time is what the expected geographical time should be for the region (though timezone borders are a little weird by themselves, DST screws them up further). But apparently people think it's a good idea to make everybody start their work day an hour too early and, instead of telling people to do so, it's apparently also better to permanently screw up the time system. madood;

I understand wanting slightly jagged timezone borders so that like a major city isn't divided into two zones, but the real shapes of these borders make some regions be off by over two hours, like Iceland, part of Greenland, Argetina, and over half of Russia. akudood;

Speaking of orderly time system, what's your opinion of the date system where months vary in length from 28 to 31 days? giggle;
