What's everyone's guess on locations? I would pray for San Andreas, but perhaps it could be in somewhere like DC or Chicago.

DC would suck due to horrible roads, gun policies, secret service, etc. You couldn't even fly a helicopter without getting shot down

From the monetary style of the V I'm guessing it's either Chicago (Lincoln's on the 5), Philly (First US mint), or London (sort of  old timey style).

Definitely not London, the V's styling clearly mimics US currency
I think Chicago sounds reasonable, and hopefully some of the surrounding area.

They wouldn't set a GTA game that far back, and LA Noire is close enough in terms of overall style.
Plus there'd be no aircraft and the cars would be awful
