Are you sure the microphone input volume is all the way up in Windows? Like where you can open the taskbar volume slider to adjust volume for all the different sources / outputs, switch it to Input or whatever (look in the file / etc menus) and make sure they're all at 100%. Sorry if that's confusing I haven't used windows in a long time

yeah... I mean I guess you could get a loudspeaker, plug the microphone into that, then get another microphone listening to the loudspeaker for TF2. that would probably work.
