Torchwood is about a group of people protecting Britain from extra-terrestrial life and other threats to the planet... There is very little time travelling elements to Torchwood since the Doctor took Jack's time travelling wrist band from him. That's not very similar. This show is about anomalies where creatures can travel back and forth through time. Sure there are some futuristic creatures but they are all from earth.

The Rift is obviously a similar plot device as a 'temporal anomaly' from which all the alien creatures come into Cardiff. Of course, the show has abandoned it after Children of Earth and Miracle Day.

The rift in Cardiff is a bit different though. that's really where any similarity ends though
