About two days ago my Palkia's Sp. Atk. stat shot up 16 points in one level-up. v;

so if i kill 4 lvl 10 gastlys with my lvl 80 kyogre, then i get a bonus stat in sp attak? wut it i kil 16 gastlys? + 4 bonus?do i haf to lvl with killing gastlys? and they're like lvl 10 so can't die.

Yes, you can max out EVs. There is a maxium of 510 per Pokemon, and a max of 255 per stat.

Your EV math is correct though.
