let me put it really simple...here are a few ways you CAN use the word "govern"

1.) "Govern" as a verb, something that a government or similar administrative body does. This means to exercise power over a sovereign state/country or anything like that. For example, the government of Japan, a constitutional monarchy, governs Japan.

2.) "Govern" as a verb again, again meaning to exercise power over something, but in this case it is used more loosely and can be applied to anything. For example, if I try to run the way something works, you can say I'm governing it (or how it works).

"The US government governs the United States"
"Kaz tries to govern the way Boyah works except he can't because he's not an admin."
