Well if a movie is in enough of a hole, people won't vote fort their favorite but instead for their preference amongst the movies with high vote tallies.

let's say there's a one vote difference between no country for old men and inglorious basterds. Someone who comes in and wants to watch lord of the rings, but notices it's hopelessly behind. Now they'd rather not watch inglorious basterds because they saw it last week or something. They would then vote for no country for old men and thereby tie the vote
