Germany, France, Spain and the UK automatically qualify for the final [lol monetary reason], and the country that wins qualifies as well[unless it's one of those countries, then the next highest placing country qualifies]. Then they break up the the other participating countries into two semi-finals.

Voting however, is a mess.  In the semi-finals, countries vote during the one they don't participate in and the automatically qualified nations pick which one they want to vote in.  Each country's votes are also now determined by fifty per cent televoting and fifty per cent from juries.
