if it's legal tender they have to accept it as payment for a debt or they forfeit the right to collect on it or something.

Make sure it's a good assortment of nickels, pennys, and dimes. You don't want to make it all one kind of coin, since that would be too easy to count. Also throw some buttons in there.

It's not taxes, they just want your money. Also if you choose to get giftcards for your money i don't think they charge anything.
