er, yes

- addicts seek help in greater numbers because they're not afraid of being punished
- health initiatives can flourish because they'll be able to get funding/support
- drug purity will be regulated; more deaths occur from cut overdose and fatal interactions than primary substance overdose
- government can make $60-70 billion each year by taxing huge legal drug market
- it will be more difficult for young people to get into the business (which for young people I guess is a downside but for society a good thing)

lots more. no downsides really.
