If your cousin came to your house and stole very personal things from you, and has done it to other people in the past, confessed to it when you ask them, doesn't think  it's a big deal, is almost 17

I did confront him and he admitted.  But he used a pathetic excuse and I'm not sure if he knows it's wrong which makes me think I have to tell his parents.  baddood;
