"I could care less" implies that you do at least care a little, in order to be capable of caring less than you currently do. Whereas if you "couldn't care less", it means you can't possibly care less than you do, so in essence you don't care at all.

But of course when I say "I couldn't care less", people look at me like I'm an idiot.
