It's not possible. In order to progress through the game you have to catch Pokémon that learn HM's. Otherwise you are going nowhere. No Pokémon learns every HM with conventional means.

Anyway I think it was a Pidgey.

I assume you evolved the Eevee into a Vaporeon?

Charizard = Fly, Strength, Flash, Cut
Vaporeon = Surf, Strength, Flash (maybe?)
