I always took it to mean that the elderly widows deserve care and recognition from the church. Recognize this is from biblical times, and widows had very little rights or means to support themselves. That was just the way things were back then.

It goes on to say that the younger widows should just get remarried or they open themselves up and are vulnerable to sin.
