Many games have that, but for the sake of example I'll cite at least one, the first that comes to mind: Dragon Quest VIII. In fact, if a Zelda game had to have VA it should be like DQ8's: normal NPC dialogue is only textual, cutscenes dialogue is both textual and vocal and the only character who never says anything is the hero.
