The Department of Defense is the military. D.A.R.P.A. is an organization founded and operated by the military to come up with new technology and innovations. It facilitates, funds and directs such projects.

Well in 2007 for example the DoD received 20% of the Federal Budget, roughly 439 Billion. The Navy received 29%, the Air Force 28%, the Army 25% and the rest is used for other organizations.
