can't you create a banned board only viewable to members who have been banned (and admins and mods, I guess)?  They wouldn't be allowed to post, but they'd be able to view a separate thread that explains why and how long they've been banned.

Or you just provide a reason for why they were banned.  There isn't a built in timer, though I'm sure it's possible to add them.
