It seems we have two banners. I say we get rid of the top most rotating banner and keep the new one that is below the nav bar. Anyone else agree?

The second one wasn't intended to be a banner.

It used to be the ad we used at NSF.  I put it there last night during the whole "Admin Chat Thread" thing.

I don't mind having rotating banners, but we at least need a theme (READ: DIX) that doesn't suck and doesn't use the rotating banners.

Seriously, the cook banner is godawful and I'm going to delete it right now.
