He like flashes for a second but I have no clue what it does.

It is a block sort of thing. If you do it right before your opponent attacks you it won't hurt you and you will do the same damage to them. It only works for Physical attacks though. Not like Fox's Blaster or something like that.
Ike also has the same move.

If it's the same as it is in Melee, then it also protects from flying objects like items or certain projectiles. They won't be deflected back at the enemy, but they will just sort of fly over Marth's head after being countered.

I'm not sure if it is the same as in Melee, it most likely is. Yeah it doesn't reflect the blaster shots back, it just sends them past his head.
