We don't have a law or rule stating that.

and again you didn't specify how many capitals gets a ban since it's plural it seems just two capital letters qualifies for a post ban

I'll be sure to carry out this rule exactly as stated from here on out: More than one capital letter means a user has posting privileges stripped for an indefinite period of time.
