No he did not. Not only is it unconstitutional for any branch of the government to outright ban
guns but the mayor of NYC does not have that authority. It would be in direct conflict with federal and state laws, not to mention legal case law precedent.

constitution doesn't apply to state but only federal government idort

That is until the Supreme Court decides to apply everything in it to the states.

Would you like to tell me why then, that in Washington D.C. There is a gun ban. Our own nations capital has had a ban on firearms for what I believe is 11 years running. So get your shit straight bro. There is no firearm purchases in that part of our country.
Anti- gun legislation is also very strict which isn't helping crime rates because then the people that need guns to defend themselves are not able to have them and they are shot by criminals robbing them. Our "wonderful" country has fucked up logic.
I am pro gun and a life member of the NRA, in fact my monthly newsletter/magazine came today.
