I think it's necessary, but I also think a name change is needed.  I think the board necessary because it really does pertain to subjects that are more serious than here but less serious or, as a different word, important than subjects in Serious Discussion.  Although Semi-Serious discussion targets dear diary-esque threads, it is good to have someone understand what you're saying so that they can help you out.

About the name:  the title "Semi-Serious" just makes it seem so unnecessary, even though the board serves a good purpose.  maybe something like "real life discussion" would work
