Why don't letters with certain diacritic marks display right?

I know umlaut "a" doesn't work, yet circumflex letters and cedilla c do. Why is this?

Also, they show up in preview correctly. It only screws up when I save the post.

Also, both the Greek and Cyrillic alphabets display correctly.

Why did you bring up Windows in the first place? If the letters showed up in preview, then it couldn't be a problem with anything but the forum.
