You download the files, upload it, set up a MySQL database, and run the installer from your site.

If you need more help, check SMF's site. You know, it's not just there to look good.

SMF itself? No.
To host the forum, you'd need a server, which costs money.

No but you can get a shitty server for like $4 a month I think? I think thats what the lowest price was last time I checked.
