Will Ferrel has had some very crappy movies, but he isn't even close to being the worst actor ever.

Honestly, I'd have to say Jon Stewart is the worst actor I've seen. Don't get me wrong, I love The Daily Show, but as far as his movie roles go, I'd say he is way worse than Ferrel.

Had he instead been in Clerks II, then he may be considered a fair actor by me... or he would've just destroyed the entire movie.
