I know I'm probably not going to change your mind, but... WHY IN THE NAME OF DREAD CTHULHU WOULD YOU WANT WINDOWS VISTA? I mean really, it offers no great interface improvements unless you consider the clownish over-abundance of colorful glassy transparency attractive, and there's not many things that require Vista.

But if you must, I would still recommend getting a Mac. They run Windows better than PC's do, in my experience. And then you have a genuine and stable installation of OS X, too.

The low end iMacs cost $1199, and are very fast, and have a beautiful 19" (is it 20?) screen built in.

...As a sidenote, I think a lot of the time people forget that iMacs have really high quality screens built in. If you subtract the cost of an equivalent 19-20" monitor, the base computer would only be about $800-900, which is pretty reasonable even from a lol-macs-are-expensive perspective.

Why would he even install Windows on it? From what I gather, he just uses the internet for porn, Boyah, and World of Warcraft; all of which work just fine on OS X.
