And I want to duel screen it with my other monitor. Problem is my graphics card only has these two ports.

I have my monitor plugged into the VGA port that's circled in black. Then I was curious if i could get an adapter that changes the port that circled in red, to change it like the port circled in black? Or do I have to buy a whole new graphics card to use duel monitors?
I'm almost positive there are adapters.

the picture you provided is just of the motherboard's ports and whatnot, not a graphics card
and uh that graphics chip would appear to be integrated akudood;

Um, no, you can't convert a serial connection to video out, because a serial port doesn't have anything to do with your graphics card.
If your computer looks like that, the graphics are probably integrated, which means you should probably just get a new computer.
